Independent Examination of Pimlico Neighbourhood Plan

Following the consultation on the revised Pimlico Neighbourhood Plan 2021, Westminster City Council appointed an independent examiner on 15 October 2021. The examination into whether the draft plan meets the ‘Basic Conditions’ has therefore started.

The examiner is now considering the draft Plan, all submission documents and all representations received and will determine whether the plan meets the required statutory tests (’Basic Conditions’).

The examiner’s report can recommend one of three main recommendations:

  1. the plan proceeds to referendum of all people on the Electoral Register in the Neighbourhood area
  2. the plan proceeds to referendum with modifications
  3. the plan should not proceed to referendum.

The examiner considered the draft plan and all submission documents, as well as all representations received, and concluded that, subject to the modifications set out in the final Examiner Report, the plan meets the required statutory tests (‘Basic Conditions’) and can therefore proceed to referendum stage.The Council has agreed with the examiner’s recommendations and published the required decision statement.

The referendum will take place on 22 September 2022.
